CEA board approves remote work policy for employees – San Diego Union-Tribune

Date: August 3, 2026

The Clean Energy Alliance Board of Directors recently approved a remote work administrative policy for employees outside of the San Diego area that CEA serves but still within California.

The CEA will determine which positions are eligible based on requirements such as whether regular attendance at board meetings or other in-person job responsibilities will be necessary. The policy also has an approval process that includes a request form and supervisor approval.

“In today’s labor market, including within other Community Choice Aggregation (CCA) programs, employees working outside the region in which a CCA operates is not uncommon,” according to a CEA agenda report. “The specific skillsets required by CCAs and the ability for many of these skilled employees to carry out their work remotely, including via Teams, Zoom, SharePoint and Microsoft 365 and other platforms has become increasingly commonplace.”

Since launching in 2021 with service to businesses and residences throughout Del Mar, Solana Beach and Carlsbad, the CEA has grown to seven member cities and more than 250,000 customer accounts.

Having employees strategically placed in regions such as the Bay Area, where regulatory proceedings and state lawmakers make decisions that impact the state’s energy usage, “can provide operations benefits,” according to the report.

“For example, having an employee located in the bay area where many regulatory proceedings and legislative activities take place, can benefit CEA and reduce travel costs by having that employee attend such proceedings,” according to the CEA agenda report. “With this in mind, this Policy established management-authorized work option that may be approved when the position, employee, and operational needs support such an arrangement. Remote work under this Policy is not an entitlement, does not alter the at-will or other terms and conditions of employment, and may be modified or revoked at any time at the discretion of the CEO.”
